Each October a goodwill delegation from Portland visits the City of Kaohsiung. Shown here is the 2000 delegation that was led by Portland City Commissioner Jim Francisconi. Sitting between Commissioner Francisconi and Rose Festival Queen Amy Seely is the Honorable Chi-Chuan-Huang, Speaker of the Kaohsiung City Council.

Each June Portland is visited by a Goodwill delegation from Kaohsiung. Also, student musicians and dancers from Shu-Te High School come to participate in the Grand Floral Parade and to perform for David Douglas High School students, host families and others. These annual visits bring together government, education and civic leaders and strengthen ties between the two sister cities.
